At JWCI, our people are our value.  We hire only the best and brightest and every one of our employees is held responsible to the highest levels of customer service, integrity, and quality.  Our design engineers are uniquely trained to accomplish both design and survey work to implement our highly effective "Project Team Approach."  Within our staff of professionals we have design engineers with designations that include: LEED, Professional Surveyor, and Professional Engineer.  We also have highly skilled administrative staff to ensure our accountability and customer service are the best in the industry.

JAMES S. JONES, P.E.
PRINCIPAL ENGINEER AND CO-FOUNDER

Mr. Jones is a Professional Engineer with over 40 years experience in both the public and private sector.  In his role as President and Principal in Charge, he is responsible for the conceptual design, administration, and final plan review for Jones-Warner Consultants, Inc.  Mr. Jones has also served in the Public Sector in a Village/City Engineer role for several communities and as a Service Director for a community where he managed over $30 million in assets and an annual budget in excess of $10 million.  He works directly with his key staff and instills the design, techniques, and parameters for all projects.  Before any final plans are released to the client, Mr. Jones gives them a final review and his seal of approval.

RICHARD L. WARNER, P.E.
PRINCIPAL ENGINEER AND CO-FOUNDER

Mr. Warner is a Professional Engineer with over 35 years experience in the Civil Engineering field.  This has included work in land development, highway and traffic, storm water management and design, water and wastewater projects, tunnels, pipeline repair/rehabilitation, and hazardous waste clean up and removal.  Mr. Warner has most recently concentrated in the water/wastewater arena providing professional design consultation on many large and small wastewater process facilities, water treatment plants, sanitary sewer collection, and water distribution.  Mr. Warner is responsible for implementing these designs and performing preliminary review and design consultation.

T. SHAWN CAMPBELL
PRESIDENT  AND  PRINCIPAL  IN  CHARGE

Mr. Campbell is a Professional with a background in Public Service and the Construction Materials industry.  He manages the day-to-day operations of the firm and markets the firm’s abilities to existing and prospective clients.  He is the primary point of contact between the firm and client.  He serves as the Project Manager for most projects and is responsible for maintaining communication between the office and client contacts.  He works closely with design staff and project finances, ensuring proper time management and cost control on projects.  Mr. Campbell also puts together financing programs for clients and negotiates any needed right-of-way or easements.  As a former planning and zoning official, City Councilman and County Commissioner, Mr. Campbell brings 10 years of public service experience and possesses the knowledge to work with local government and public funding agencies.

FRANCIS A. KOEHLER
PRINCIPAL 

Mr. Koehler offers over 40 years experience as an engineer.  He is responsible for implementing design and performing preliminary review and design consultation.  He is in charge of all chemical, instrumentation, pump and model design portions of wastewater and water treatment plants. Mr. Koehler provides regular review for municipal clients on roadway design, plan and profile, storm drainage and related traffic issues.

SANDRA K. ETHERIDGE
TREASURER AND CONTROLLER

Ms. Etheridge is a Professional in Finance.  She is an accountant and is responsible for all financial aspects of the firm. This includes financial statements, overhead statements, work in progress with job control, payroll and taxes, accounts receivable, accounts payable, and asset review and purchases. She was Controller for a multi-million dollar consulting engineering firm and Chief Accountant for a $2 billion wholesale food distributor.  She has also handled private label and short-term off-shore investments.
