CONSTRUCTION COST METHODOLOGY AND CONSTRUCTABILITY REVIEW

JWCI has found a successful and consistent method of providing project construction cost estimation while remaining within the project budget and total funds allocation for our clients.  Staying up to date with changing material, labor, and equipment costs requires time and price comparison within the variability of a region.  As the rates of general contractors for certain project items vary among bids it can be unclear what a particular average cost should be.  However, JWCI has confidence in its construction cost methodology and approach and found continued success with it. 

The methodology and approach that JWCI uses has been developed and is utilized consistently by the senior staff to ensure the most current and competitive cost comparisons.  We approach the cost analysis by first researching the average construction cost rates of recent and current projects within the state and local region.  Current year ODOT, County, City, and JWCI projects are also used as references to base cost comparison.  Projects that are currently in bid and construction phases and most similar in project scope are used as a basis for cost estimation. 

In addition to using actual bid construction costs, we also contact several local contractors most likely to bid on the project to verify their estimation of cost based on design quantities.  By researching the variability among projects and locations combined with actual estimations from local contractors, this not only provides an average overall anticipated construction cost but also gives a percentage range that the total cost will fall within.

JWCI also performs what we refer to commonly as a “constructability review.”  JWCI will send a 90% complete set of plans to a local qualified contractor to review for actual constructability.  This contractor will picture perfect on a set of plans but with varying conditions can be very difficult to construct.  JWCI then evaluates the contractors comments and makes necessary changes before the plans go out to bid.  This ensures high-quality, feasible designs and helps to eliminate the need for change orders and extras.
JWCI continues to have successful outcomes with municipal projects that have a fixed maximum construction cost and being able to provide the client with a high quality final product.  This is a point of pride and professional responsibility to the client to provide the most accurate and resourceful method of construction cost estimation.

This will eliminate any unnecessary change orders and billed extras.  Continuous coordination and communication with the client, contractor, and utility agencies is essential to maintaining the maximum construction cost.  Consistent use of this approach and method has nearly eliminated unanticipated incurred construction costs due to field changes, and in turn JWCI is able to pass along the savings to the client.
